Lindell & Zebouni, P.A., has over 30 years of experience with public bid protests and claims dispute review boards.  In addition to the Florida Administrative Procedures Act each local governmental entity has its own separate bid protest procedure, most with extremely short filing requirements. This experience includes cases involving the Federal, State and Local government.

Mr. Zebouni has extensive experience in representing both the Public Owner and bidders in the bid dispute process, both administratively and in court. The experience to utilize the Florida Public Records Act and prepare a comprehensive and timely protest offers a protestor the best opportunity to obtain a favorable administrative outcome.

As an aside to bid protests, Mr. Zebouni has over thirty years of experience in contractor/vendor debarment, JSEB and MBE qualification matters, and licensing issues before the DBPR/CILB and the Duval County Construction Trades Qualifying Board and the City Environmental Quality Division. Many disputes in these forums can be resolved informally.

While with the Office of the General Counsel Mr. Zebouni was called on to serve on the CPEC committee that served to evaluate proposals on major capital improvements.

Mr. Zebouni has represented many clients and attained successful resolution of the claim/dispute after meeting with governmental management personnel and their attorneys.
